First, Culliver attempted to step up in the box and make a tackle on Panthers running back Jonathan Stewart. It did not end well for Culliver.

On the very next play, Culliver attempted to break up a pass from Cam Newton to tight end Greg Olsen. Culliver made contact with Olsen and forced the ball out of Olsen’s hands. Culliver caught the pass and proceeded to high-step his way into the end zone for a touchdown.

However, officials called the touchdown back and issued an unnecessary roughness penalty, stating Culliver had made a helmet-to-helmet hit on Olsen.

That does not look like a helmet-to-helmet hit at all. The Panthers would go on to score, turning a potential 21-14 deficit into a 21-14 lead.
